Building your own house remains a primary aspiration for millions of Nigerians — and for many, it is a better financial outcome than buying a completed property. But the process is complex, the risks are significant, and most first-time builders underestimate both the time and cost involved. This guide takes you through every stage from land acquisition to handover.
Stage 1: Land acquisition and title verification
Building begins with land — and the quality of your land title determines whether everything you build is secure. Before purchasing any plot:
- Verify the title (Certificate of Occupancy or root of title chain) at the State Lands Bureau
- Obtain a current survey plan and verify beacon numbers with the Surveyor General's office
- Confirm the land is not within a government gazette acquisition zone

- Engage a solicitor to review all title documents before paying
Only proceed to any design or approval stage after your title is confirmed clean.
Stage 2: Engage your design team
You will need registered professionals before you can apply for approval:
- Architect: Designs the building and prepares the architectural drawings required for planning approval. Must be registered with the Architects Registration Council of Nigeria (ARCON).
- Structural engineer: Designs the foundation and structural system (columns, beams, slabs). Must be registered with the Council for the Regulation of Engineering in Nigeria (COREN). This is particularly important in Lagos where soil conditions vary significantly.
- Quantity surveyor: Prepares the Bill of Quantities (BoQ) — an itemised estimate of every material and labour cost in the project. Engage one early; their BoQ is the basis for contractor tendering and your budget.

Stage 3: Building plan approval
You must obtain planning permission before starting any construction. The process and issuing authority varies by location:
- Lagos State: Lagos State Physical Planning Permit Authority (LASPPPA) — online applications are available. Documents required include the survey plan, architectural drawings, structural drawings, proof of title, and the applicable fees.
- Abuja (FCT): FCT Development Control Department — processes through the AGIS system.
- Other states: The relevant State Physical Planning Authority or Urban and Regional Planning Board.
The time to obtain approval varies from weeks to months depending on the state, the complexity of the building, and the current backlog at the authority. Do not start construction before approval is granted — you risk a Stop Work Order.
Stage 4: Site preparation and foundation
Once approval is obtained, construction begins with:
- Site clearing: Remove vegetation, existing structures, and debris
- Setting out: Your surveyor or engineer marks out the exact footprint of the building on the ground, aligned with the approved drawings
- Soil investigation: A geotechnical investigation (soil test) should be conducted to confirm soil bearing capacity — this determines the appropriate foundation type. Skip this at your peril, particularly in Lagos where problem soils (soft clay, fill areas, high water table) are common.
- Foundation construction: Based on the structural engineer's design — strip foundation, pad foundation, raft foundation, or piles depending on the soil. The foundation is the most critical stage — defects here are expensive or impossible to remedy later.
- German floor / ground floor slab: The reinforced concrete slab on the ground floor.
Stage 5: Structural frame (block-work, columns, beams, slabs)
This is the most visible stage of construction:
- Sandcrete block walls are laid floor by floor
- Reinforced concrete columns and beams are cast at each floor level
- For a two-storey house, a reinforced concrete slab separates the ground and first floors
- Roof structure is erected (typically timber or steel frame) with roofing sheets or tiles
This stage is where structural fraud most commonly occurs — contractors using substandard materials (weak cement, insufficient rebar) to cut costs. Engage an independent site supervisor (clerk of works) to inspect work at critical milestones.
Stage 6: First fix (internal infrastructure before plastering)
- Electrical conduits and boxes set into walls before plastering
- Plumbing pipes (cold water, hot water, drainage) installed within walls and floors
- Window and door frames installed
Stage 7: Plastering, screeding and finishing
- All internal and external walls plastered
- Floor screed laid to prepare for tiles
- External rendering and painting
Stage 8: Second fix (fitting out)
- Wall and floor tiles laid
- Bathroom and kitchen fittings installed (sanitary ware, kitchen units, sinks)
- Electrical fittings installed (switches, sockets, light fittings)
- Doors and windows glazed and fitted
- Painting (internal and external) completed
- Ceiling (POP or suspended) installed
Stage 9: External works and services
- Compound perimeter wall and gate
- Driveway and parking area
- Borehole and overhead water tank
- Generator house and connection
- Septic tank (where not connected to mains sewage)
- Drainage channels and compound landscaping
Contractor selection and management
Choosing and managing your contractor is where most Nigerian self-builders struggle. Key guidance:
- Tender the project to at least 3 contractors using your BoQ — compare quotes on like-for-like specification
- Check references — ask to see and visit completed projects
- Never pay more than 30% upfront — tie subsequent payments to verified completion of defined stages
- Engage an independent site supervisor (architect or experienced builder) to inspect work on your behalf if you are not on site regularly
- Maintain a site daily log — record deliveries, workers present, and work completed
- Do not allow substitution of specified materials without written agreement
What drives construction costs
Rather than quoting specific prices (which change with materials and exchange rates), these are the key cost drivers to understand:
- Location: Labour and materials are more expensive in Lagos than in Ibadan or Kaduna
- Building size: Larger floor area = higher total cost (but often lower cost per sqm due to economies of scale)
- Finishing quality: Budget, mid-range, and luxury finishes have dramatically different costs — tiles, bathroom fittings, kitchen cabinets, and ceiling work are major variables
