New GRA is the later extension of the Government Reserved Area of Port Harcourt, in Port Harcourt City Local Government Area, Rivers State. It is divided into Phases 1 to 5, borders D-Line, Diobu, Rumueme, Rumuola and Elekahia, and is the district where most of the city's oil and gas corporate housing, managed apartment blocks and professionally run compounds are found.
Where is New GRA, and which local government is it in?
New GRA is under Port Harcourt City Local Government Area, the local government that covers the older core of the city, and it shares that local government with Old GRA, the colonial-era layout beside it. New GRA is organised in five phases. GRA Phase 1 and GRA Phase 2 are the oldest and most established of them, and when a listing or a company housing policy says "GRA Phase 2", it means this district. The district sits between Old GRA and the Trans-Amadi industrial area, which is the reason the oil-company demand concentrated here.
Rumuola, on one of its borders, is in Obio-Akpor Local Government Area, so the local government boundary runs along the edge of the district. Properties on the Rumuola side are often marketed as GRA; ask for the exact street and phase, because the two price very differently.
What is New GRA like?
New GRA is denser than Old GRA: apartment blocks, compound developments and semi-detached houses rather than large stand-alone homes on sprawling plots. The newer buildings are specified for corporate tenants, with long generator hours, treated water, lifts in the taller blocks and gated, manned security. International oil companies, engineering contractors and professional services firms house staff here, and the district is also home to the Polo Club, hospitals and private schools that serve that population.
- Managed housing: most flats are in compounds with a facility manager, a service charge and a generator schedule.
- Consistent quality in Phase 1 and 2: the most established phases have the strongest floor on building standards and security.
- Corporate demand: rents track the oil and gas cycle; in busy years vacancy is low and rents rise.
- Costs beyond rent: the service charge and diesel contribution add materially to the annual outlay.
For buyers, New GRA is where a well-specified apartment let to a corporate tenant can earn a strong yield, and where completed units and off-plan blocks come to market most often at the top of the city. Sale ranges by phase and property type are in Port Harcourt property prices, and the purchase process in buying property in Port Harcourt.

Commuting from New GRA
New GRA is between Old GRA and Trans-Amadi, so the two places most of its residents work are both reached by road without crossing the city. The oil-company offices in and around the district are a short drive or a walk. The main arteries carry heavy traffic at peak hours, the junction towards Woji and the Trans-Amadi roundabout being the usual congestion points, and the road out to Port Harcourt International Airport is busiest at the same times. Most residents drive; taxis and ride-hailing are readily available.
Who New GRA suits

- Corporate tenants and expatriates who need a managed, serviced apartment
- Families who want gated security, reliable power and treated water and can meet the rent
- Buy-to-let investors targeting the corporate rental market
- Senior professionals relocating to Port Harcourt who want the most predictable standard of housing in the city
What to check before renting or buying in New GRA
- Phase and street: confirm which phase the property is in, and that it is not on the Rumuola side at a GRA price.
- Generator hours and diesel: ask how many hours the compound generator runs and whether fuel is in the service charge or billed separately.
- Service charge: get the amount, what it covers and how it is collected in writing before comparing two homes.
- Water: confirm the building has its own borehole and treatment, and who maintains the pump.
- Building management: ask who the facility manager is and how repairs are handled; in a managed compound this matters as much as the flat itself.
- Title, for a purchase: have a Rivers State property lawyer verify the Certificate of Occupancy and, for an apartment, the developer's own title before paying.
